Idaho Man Could Have Death Penalty Waived
A northern Idaho man has had his death sentence remanded after the 9th U.S. Appellate Court ruled he should have been given a competency hearing before waiving his appeal. Joseph Edward Duncan has been ordered to complete a retrospective competency hearing. If Duncan fails the test, he won’t be executed for the 2005 kidnapping and murder of a Coeur d’Alene boy.
