P 121011 ABCDebateRPTMR3? SQUARESPACE CACHEVERSION=1323984295526ABC News(AUSTIN, Texas) — Rick Perry released his second ad in Iowa Thursday — a TV spot that paints Republican opponents Newt Gingrich and Mitt Romney as “political insiders.”

“Reckless spending and high taxes are destroying our economy. The problem? Political insiders,” a voice in the ad narrates as “Reckless spending + high taxes” appears in red ink. The paper is then crinkled up and opens to images of Gingrich and Romney with the words “The Problem” splashed in the space between their heads.

The 30-second commercial, titled “Problem/Solution,” proceeds to list economic initiatives Gingrich and Romney have adopted with which Perry disagrees.

“Newt Gingrich supported increasing the federal debt ceiling $1 trillion and billions in new earmarks. Mitt Romney raised business taxes 20 percent in Massachusetts,” the ad says. “Gingrich and Romney, Insiders.”

The TV spot, which will run in Iowa in the weeks leading up to the caucuses, switches to uplifting music and includes Perry walking through a construction site with workers as the ad touts his “outsider” status along with the economic and government reform plans he has put forward in the past two months.

“Rick Perry’s plans to create jobs and overhaul Washington with a part-time Congress make him the outsider political insiders fear most.”

Perry has promoted this outsider status, along with adopting a more populist tone, in his stump speeches on the trail over the past month. During the first day of his bus tour Wednesday, Perry lambasted not only Washington insiders but also Wall Street insiders, specifically citing Romney.

Last week, Perry released an ad that tied Gingrich and Romney to the individual mandate.
