A person may be a terrorist if they:

  • Develop goosebumps.
  • Seem to exaggerate yawning in conversation.
  • Repeatedly touch their face or ears.
  • Constantly check a clock or their watch.
  • Pace or appear fidgety.
  • Appear to be trembling or perspiring.
  • Have a “trance-like gaze” or wide “flashbulb eyes.”

The agency cautions those signs by themselves are not proof a person is involved in terrorist activities, however, “If you encounter an increasing number of indicators, common sense would tell you that increased attention and thought should be placed on reporting your observations.”
