Otter Signs Animal Cruelty Felony Bill

(BOISE) – Idaho Gov. Butch Otter has signed off on a bill that would make animal cruelty a felony on the third offense. Until this week, Idaho was one of only three states without a felony penalty for repeat offenders. Organizing cockfights with drugs and gambling will also lead to felony charges. The legislation came after years of lobbying form groups calling for stiffer penalties for animal abusers.
