The legislation needed a two-thirds majority in all three sections of the church in order to pass as law. The bishops voted 44-3 in favor, with 2 abstentions, and the clergy voted 148-45 in favor.

It was the laity section that struck down the yes votes, coming in at a tally of 132 votes in favor and 74 against. If six more votes had instead been in favor, the legislation would have passed.

There is the option to bring up new legislation for another vote, but church officials state that the process could take up to five years.
