The same report states that allegations of physical abuse by Winter’s mother, Chrystal Workman, also known as Chrisoula Workman, were “unsubstantiated.”

The report was referenced during a custody hearing in Los Angeles on Tuesday. Winter was removed from her mother’s home last month due to the abuse allegations and was placed with her 34-year-old sister, actress Shanelle Workman, also known as Shanelle Gray.

Though an attorney for Chrisoula Workman claimed that Gray would be unable to care for her sister, a judge ruled that Gray will retain temporary guardianship of Winter pending a future hearing.

Earlier this week, Winter’s father, Glenn Workman, filed an objection to the current arrangement and argued that he is capable of taking care of his daughter. However, the judge rejected the idea.

Winter’s parents are estranged.
