Former Rigby Councilman Makes Alford Plea

Blackburn maintains his innocence, but admits that the evidence in the case would likely result in a guilty verdict. According to court documents, Blackburn allegedly falsely identified himself as the son of Margaret Orvick in an insurance application. The charge carries a possible 15-year prison sentence and a $15,000 fine. Blackburn, who is free on bond, is due to be sentenced in November.
