Harf said the United States and others “will be making a careful and thorough review” of the document, which she classified as “initial.” Harf gave no indication as to when the U.S. expects a full list or whether government officials have seen the document.

The OPCW was set to meet Sunday but has delayed that meeting. Harf acknowledged the postponement but gave no details, telling reporters not to read into it.

“We want all of this to be sequenced in the best possible way to make progress and for success. Some of it just takes time,” she said.

“This is obviously all happening very quickly,” Harf continued. “We’re going to take a look at the document and see what it says.

“I’m not going to say one way or another whether they’ve met their obligations.”
