(BOISE, ID) – The director of Idaho’s health insurance exchange has had her executive powers significantly reduced. Amy Dowd must get permission from the exchange’s board of directors before signing off on any transactions valued at over $15,000. The move comes after Dowd awarded a $375,000 technology contract to a former board member, Frank Chan. A bipartisan group of lawmakers were upset that Dowd didn’t go through a bidding process, and that Chan’s contract was overpriced.
