Dowd Stripped of Powers as Exchange Director

Amy Dowd must get permission from the exchange’s board of directors before signing off on any transactions valued at over $15,000. The move comes after Dowd awarded a $375,000 technology contract to a former board member, Frank Chan. A bipartisan group of lawmakers were upset that Dowd didn’t go through a bidding process, and that Chan’s contract was overpriced.
