Congressional aides said the snowstorm this week kept the nonpartisan Congressional Budget agency staff away from the office and their analysts have not been able to calculate the cost estimates that lawmakers need to continue their negotiations.

“We’re going to pass it in January,” Senate Agriculture Committee Chairman Debbie Stabenow, D-Mich, insisted to reporters Tuesday.

One controversy yet to be resolved is proposed cuts to the food stamp program.

The House is going to push for a formal extension, but Stabenow said the Senate would resist and the programs would essentially remain on autopilot until next month.
