Stocks moved higher on cues from Federal Reserve Chair Janet Yellen who told community development officials in Chicago the “extraordinary measures” the Central Bank has taken to stimulate the economy are still needed.

The Dow Jones Industrial Average finished at 16,457.66, adding 134.6 points. The Nasdaq Composite added 43.23 to finish at 4,198.99. The S&P 500 closed the session at 1,872.34 — up 14.72 points.

Yellen’s remarks are a signal that even after the Fed phases out its monthly bond buying later this year, it will keep key “short-term” interest rates at a record low for some time to encourage borrowing and spending.

Global stock markets were mostly higher on expectations China and Japan will take new steps to spur economic growth.
