That’s according to America’s top envoy for North Korea, who is wrapping up a visit to the region.

Ambassador Sung Kim told reporters in Beijing Friday that Pyongyang ignored an opening to restart the six-party talks, which also include Japan, Russia, China and South Korea.

The talks stalled six years ago when North Korea pulled out.

Kim said that the U.S. would even welcome direct talks with the reclusive nation, but only if there was going to be substantive discussions.
