Russia has not adhered to any formal doctrine, interpreting such documents based on current needs. On Friday, though, Putin approved what the Kremlin calls a “clarification” meant to comply with a resolution adopted by the Security Council of Russia in 2013. The specific amendments were approved by the Security Council on Dec. 19.

In discussing the doctrine, Putin mentions the development of strategic nuclear forces — as a defense to prevent “the possibility of a large-scale attack against Russia.” He also spoke of transitioning to modern weapons, ships and bombers.

Russia will also aim to establish strategic command in the Arctic, though Putin denies having any “intention of militarising the Arctic.”
