Sen. Ted Cruz (R-TX) gave the first keynote address of the conference, accusing the United States of “not being a good ally to France” since no high-level officials attended the March of Unity in Paris on Sunday.

“How sad was it in the streets of Paris when 40 world leaders walked down the street, absent was the United States of America,” said Cruz.

Cruz continued, saying in the days after September 11 the “nation of France stood with America.”

The summit continues Tuesday with Sen. Mike Lee (R-UT) addressing the group, as well as another possible 2016 general election contender, Sen. Rand Paul (R-KY) also giving a keynote address.
