The new rules — which will take effect on Jan. 16 — will mean U.S. airlines can begin flights to Cuba, and those traveling for approved reasons won’t need a license to go. This includes students, researchers, relatives and journalists.

Americans who make the trip will be able to use their U.S. credit cards in Cuba and come back with up to $100 worth of alcohol and tobacco.

The average tourist, however, won’t be able to hop on a flight to Havana unless Congress repeals an embargo that remains U.S. law.
