The proposal “offers safety rules for small [unmanned aircraft systems]…conducting non-recreational operations.” Flights would be limited to daylight and visual-line-of-sight operations. Additional limits would regulate how high drones could fly, required certification for operators, registration and marking of the drones.

“Technology is advancing at an unprecedented pace,” Transportation Secretary Anthony Foxx said in a statement. “This milestone allows federal regulations and the use of our national airspace to evolve to safely accommodate innovation.”

FAA Administrator Michael Huerta said that the agency “tried to be flexible in writing these rules.”

Also on Sunday, the White House issued a presidential memo regarding “transparency, accountability and privacy, civil rights and civil liberties protections” for the government’s use of drones in the national airspace.

Some businesses are not thrilled with the proposed regulations, including companies like Amazon, who would find it incredibly difficult to use drones for delivery if an operator was required to remain in “line of sight” of the drones at all times.
