A Gallup poll says that although just 39 percent of Americans have a favorable opinion of Democrats, fewer than that — 37 percent — approve of what GOP lawmakers are doing.

To get an idea of the dissatisfaction that now exists, Gallup says that this is the first time in 23 years that favorability for both major parties has dipped below the 40 percent threshold.

In the poll of more than 1,000 adults taken earlier in March, 53 percent of Americans have an unfavorable view of Republicans while 51 percent say the same about Democrats.

Gallup believes that constant disagreements between the White House and Congress are responsible for this development.

Since 2010, neither party has had a majority of Americans viewing them favorably.
