The one-minute spot — titled “Heard it Before” — doubles down on Democrats’ theme and message of last week, namely that Romney has not proven himself to be an effective job creator and didn’t keep his promises on state debt and size of government.

“When Mitt Romney was governor, Massachusetts lost 40,000 manufacturing jobs — a rate twice the national average — and fell to 47th in job creation, fourth from the bottom,” the video says.  “Instead of hiring workers from his own state, Romney outsourced call center jobs to India.  He cut taxes for millionaires like himself, while raising them on the middle class — and left the state $2.6 billion deeper in debt.”

“So now, when Mitt Romney talks about what he’d do as president… remember we’ve heard it all before,” it continues.

The new ad airs in Colorado, Florida, Iowa, North Carolina, New Hampshire, Nevada, Ohio, Pennsylvania and Virginia.

The Obama campaign is spending “in the range of about $10 million” on its newest battleground state TV ad attacking Romney’s record as governor, senior strategist David Axelrod told reporters Monday. It’s Obama’s second largest TV ad buy of the campaign behind the $25 million spent on a positive flight of ads on May 7.

As part of the push, Massachusetts state officials will begin to travel to battleground states this week to share the facts about Romney’s record as governor.  Those events begin Monday in Ohio and Iowa, a campaign official said.

In a statement Monday, Romney’s spokesperson Andrea Saul responded to the new ad, saying: “Having abandoned ‘Hope and Change,’ the Obama campaign only ‘Hopes To Change The Subject’ from an abysmal jobs report.  We’re happy to compare the 4.7% unemployment rate Mitt Romney achieved in Massachusetts to President Obama’s weak record any day.  President Obama’s policies have failed to get Americans back to work — it’s time for a president who has worked in the real world economy and understands how to get this economy moving again.”
