It happened on the 10800 block of SE Henderson Street in Portland, Ore.

The man had been yelling that he was lost, Howell told ABC News’ Portland affiliate. When Howell and his girlfriend stopped to ask if he needed help, Kazimerz Nova Garski tossed a Molotov cocktail containing Styrofoam, gasoline and razor blades at them, Howell said.

“He was using a weird accent and then just threw the Molotov cocktail at me and my girlfriend and missed us, luckily,” Howell told KATU News on Tuesday. “I don’t know if his intent was to kill us or if his intent was to scare us.”

Garski, 19, was wearing a hockey mask when he approached the couple, but police caught him a few blocks away and the teenager confessed.

And the Molotov cocktail wasn’t the only weapon Garski was carrying, police said.

“He also had a machete and throwing stars,” said Sgt. Peter Simpson of the Portland Police Bureau. “And clearly, there were some mental health and drug issues involved.”

Garski’s father made a similar statement to ABC News in Portland. He said Garski has problems with drug abuse but treatment has been hard to find.

The 19-year-old is being held on $200,000 bail. He is charged with nine counts, including attempted assault.
