Orioles executive vice president of baseball operations Dan Duquette made the announcement Friday via conference call.

Duquette did not specify what concerns the team had with Balfour’s physical but did say the team would not attempt to restrucure the agreement. Balfour did have shoulder and elbow issues that kept the right-hander out of the majors in the 2005 and 2006 seasons.

“Grant is completely healthy,” said Seth Levinson, Balfour’s agent in a statement released to the media. “The MRI which was taken today is the same as the MRI that was taken in 2011.”

The two parties had agreed to a two-year, $15 million agreement on Tuesday pending Balfour’s physical. A nine-year veteran, the closer saved 38 games last season for the Oakland Athletics.
