“Their actions and professionalism bring great credit to themselves and the law enforcement
community,” Idaho Falls Police Chief Mark McBride said. “Due to their actions, a man survived a heart
attack and is with this family today. These men are true heroes.”

On Oct. 15, Howell and Foster responded to a medical emergency on Riverside Drive near U.S. Highway
20. A man, who was a passenger on an Idaho National Laboratory bus, suffered a cardiac arrest and was
unconscious and not breathing.

Howell and Foster immediately began CPR on the man, trading off every five minutes until EMS arrived.
Thankfully, the man began breathing again and regained a pulse before being taken by ambulance to
Eastern Idaho Regional Medical Center for further treatment.

“Every day our officers are doing good work to protect and serve our community,” McBride said. “It’s an
honor for the IFPD to recognize those officers that go above and beyond the call of duty.”
