IDAHO FALLS — Police say a 65-year-old man was driving under the influence of alcohol at three times over the legal limit when he was stopped around 10 a.m. Friday.

Idaho State Police reports show officers received a call about a possible drunk driver in the downtown Idaho Falls area. ISP pulled over and arrested Richard Del Burkhalter, of Idaho Falls, near Sunnyside Road and Professional Way on a felony DUI warrant, a parole commission’s warrant and a new felony charge of excessive driving under the influence.

According to court records, Burkhalter has several DUI convictions, including charges of possessing open containers in a moving vehicle. Burkhalter has served several prison sentences in Idaho for DUI convictions in Fremont and Bonneville counties.

Burkhalter’s most recent release from Idaho Department of Correction’s custody was in September. According to IDOC officials, he was considered a fugitive when the parole commission issued a warrant on April 19.

Burkhalter was being held in the Bonneville County Jail on no bond Friday. He will make his first court appearance Monday.

IDOC officials say a parole revocation hearing will be scheduled.
