Idaho Falls Police received a call on Nov. 29 from a woman stating she wanted to make a report against Blair-Mckelvey for rape. The victim met with an officer to discuss the report, saying that she met Blair-Mckelvey online when she was 16 and he told her he could help him to increase her Instagram followers.

She said they didn’t talk much for the next few years until he added her as a friend on Snapchat when she was 18.

She stated the first time they hung out was in Dec. 2020, when the victim recalled that Blair-Mckelvey was “very manipulative and a huge liar.”

According to court documents, he also told the victim he was a drug dealer, which matches up with police accounts from previous interactions with Blair-Mckelvey.

The victim told deputies he often lied, saying that “his parents worked for the CIA and the government among many other things,” according to the police report.

In Jan. 2021, the victims met with Blair-Mckelvey in a parking lot to attend a car meet. Afterward, she says they got into Blair-Mckelvey’s car and he tried to have sex with her.

The victim reportedly told him to stop “4 or 5 times” which he reportedly did not.

Court documents state that Blair-Mckelvey “somewhat pinned down” the victim in the backseat. Afterward, she got out of the car and went home.

Two days later, the victim says Blair-Mckelvey called and admitted to raping her.

During the interview with police, the victim said she felt it was important to come forward “because she thought she was alone, but saw that (Blair-Mckelvey) had been arrested and had other victims and felt that she needed to do this so they know they are not alone.”

A warrant was issued for Blair-Mckelvey’s arrest on Jan 18. He was booked into the Bonneville County Jail, where his bond was set to $40,000 but increased to $150,000 after his initial arraignment.

A no-contact order was issued for the victim.

Blair-Mckelvey has six open cases involving sex offenses and he is currently charged with felony rape, felony child sexual abuse, misdemeanor enticement of children, three counts of felony rape of a victim under the age of 16, and two counts of felony enticing children through the internet.

Blair-Mckelvey is scheduled for a preliminary hearing in the felony rape case on Feb. 3.

If convicted, he could face up to life in prison.
