Armed Man in Capitol Meant “No Harm”

(BOISE, ID)  —   An armed man caught on Capitol security cameras inspecting the desks of Idaho lawmakers has come forward to say he meant no harm. 47-year-old Bryan Carter of Meridian attached himself to a Boy Scout troop touring the House chamber and was seen rummaging through the waste baskets of state representatives. In spite of refusing to identify himself to Capitol security, Idaho State Police say Carter did not commit a crime. Carter’s actions have prompted the closure of both legislative chambers on nights and weekends.
