The administration is hoping to negotiate for Bergdahl’s release through a prisoner exchange as part of a “last-ditch” effort before coalition forces scale down combat operations in the region. Intelligence officials believe Bergdahl is being held by the Haqqani Network in the tribal areas of Pakistan.
