Virginia Resident Indicted in Connection with Fraudulent Lottery Scheme

According to the U.S. District Court for the Western District of Virginia, Carlos O’Brian Ricketts — aka Kevin Brown — informed elderly victims that they had won a large amount of money in a sweepstakes, prompting them to pay money in advance of receiving their sweepstakes winnings. He then allegedly kept the victims’ money for his and his own co-conspirators’ benefit without paying out the supposed winnings.

Ricketts ran the scam between January and March 2011. He faces charges including conspiracy to commit mail fraud and wire fraud, mail fraud, wire fraud, conspiracy to commit money laundering, and international promotional money laundering.
