The bill is named for a 28-year-old Marine sergeant from Texas, a veteran of the wars in Iraq and Afghanistan, who suffered from PTSD and committed suicide in 2011. “Today, we honor a young man who isn’t here, but should be here,” Obama said. “He suffered physical injuries that healed, and he suffered invisible wounds that stayed with him.”

The measure, aimed at preventing suicides among veterans, was unanimously passed in both the House and the Senate.

The signing ceremony was attended by first lady Michelle Obama, Department of Veterans Affairs Secretary Bob McDonald, Sen. John McCain and Rep. Nancy Pelosi, among others.
