Collins, 70, served as a city councilman prior to being sworn in for his first term as Mayor in 2014.

On Sunday, he was reportedly surveying the city’s roads to ensure public safety when he suffered a heart attack and crashed his car.

The Mayor’s Office called Collins “a man devoted to his family, his friends, his staff and his community.” He was a political independent who claimed to have never been a member of any political party. He also previously served as a U.S. Marine and a police officer, according to the city.

Collins’ family thanked the community and the medical staff at the University of Toledo Medical Center, while requesting privacy as they mourn.
