The Dow Jones Industrial Average finished the session on Wednesday at 17,862.14, down 6.62 from its open.

The Nasdaq also finished up 13.54 to close at 4,801.18. The S&P 500, however, fell by 0.06 points to close at 2,068.53.

The IRS typically doesn’t issue an apology, but that’s what the agency is doing with a little pressure from Congress.

The IRS said on Wednesday it shouldn’t have seized bank accounts from otherwise law-abiding business owners simply because those owners structured bank transactions to avoid federal reporting requirements.  The agency said it’s changing its policies.

The Justice Department announced on Wednesday that pharmaceutical giant AstraZenica will pay nearly $8 million to settle allegations it engaged in a kickback scheme involving drugs such as heartburn medications Nexium and Prilosec.
