Sex offender arrested for allegedly molesting child
IDAHO FALLS — A registered sex offender has been taken into custody for allegedly molesting a 9-year-old girl.
Rigby native Richard Bishop, 48, was convicted in March 1995 for lewd conduct with a minor child under 16. As part of his conviction, he was required to register as a sex offender. He was arrested again on March 2, 2018, for allegedly inappropriately touching a girl he was babysitting.
According to court documents obtained by EastIdahoNews.com, the 9-year-old victim, who is related to Bishop, told police he allegedly touched her over and under her pants multiple times. Bishop told police he thought that’s what she wanted.
When questioned by police, Bishop said he has been viewing pornography and about 50 percent of it was child pornography. When authorities searched his phone, they reportedly found pictures of the victim who was clothed but appeared to be posing for the camera.
According to documents, Bishop told police that the victim would dance around and he would tell her to pose for him. He claimed he wasn’t exploiting her – just giving her attention.
The victim’s mother told police the victim would sometimes dance inappropriately and has been told to stop.
Bishop told police he has never exposed himself to the victim but that he had grabbed her hand once, forcing her to touch him inappropriately.
Bishop is facing up to life in prison with a $50,000 fine. A preliminary hearing is scheduled for March 16.
