Shelly Rae Phelps, 56, of Ashton, Idaho, passed away on November 9, 2025, following a UTV accident. Born on July 9, 1969, in Elko, Nevada, to Kent and Gayle Fisher. Shelly brought light and laughter wherever she went. She lived with an energy and joy that inspired everyone who knew her.

Shelly made her home in Ashton, Idaho, where she built a life filled with love, laughter, and adventure. She had a deep love for life that shone through in everything she did. Whether she was camping under the stars, laughing around a fire with friends, or spending time with her family, she embraced every moment with gratitude and enthusiasm. She believed that life was meant to be lived fully, and always managed to find beauty and happiness in even the simplest things.

On March 14, 1987, Shelly married the love of her life and high school sweetheart, Scott Phelps. Together, they shared countless adventures, built a home filled with laughter, and created a lifetime of memories. Her love for Scott and their family was the heart of her world.

Shelly was a proud mother to Karisa Phelps and Kelsie (AJ) Ritter. Her three grandchildren, Jaxtyn Scott, Jagger Clay, and Jate Jack Ritter, brought her endless joy. She loved being their Nona, biggest cheerleader, and never missed a chance to share a hug, a laugh, or a story that made them smile.

She worked in the accounting department at Fall River Electric, where her positivity, work ethic, and warm personality brightened every day. Shelly was known for her kindness, her ability to make others feel seen and valued, and her unshakable optimism.

Shelly is survived by her loving husband, Scott; her parents, Kent and Gayle Fisher; her children and grandchildren; siblings Teresa (John) Phelps, Felicia (Woody) Fredrick, and Angie (Steve) Oberhansley, Trent Phelps, and many dear friends who will miss her laughter and her zest for life.

Funeral services will be held at 11:00 a.m. on Friday, November 14, at the Marysville Ward Chapel, 1313 North 3600 East in Ashton. The family will receive friends Thursday evening from 5:30 to 7:00 p.m., and Friday from 10:00 to 10:45 a.m., both times at the chapel. Interment will be in the Pineview Cemetery.

Shelly will be remembered for the way she lived — joyfully, wholeheartedly, and with an unwavering love for life and the people she shared it with.
