Obama announces plan to close Guantanamo Bay

(CNN) — President Barack Obama’s long-awaited plan to close the Guantanamo Bay detention facility arrived to Congress Tuesday morning, seven years after Obama made an Oval Office vow to permanently shutter the terrorist prison. The plan, which officials said would identify thirteen potential sites inside the United States where detainees could be transferred, isn’t expected to gain any traction among Republican lawmakers, who control both chambers of Congress.
