During his first tour of the region since being confirmed as the nation’s newest defense chief, Carter is trying to drum up added support in a collective effort to defeat ISIS, which still controls large swaths of Iraq and Syria.

Carter said that although coalition efforts “have already been having some important impacts,” it will nevertheless take a sustained military and diplomatic effort to neutralize the extremist group.

One of ISIS’ successes has been recruiting new members through social media, which Carter and other administration officials have acknowledged.

The defense secretary said because of this, the U.S. and its allies need to “be more creative in combating it in the information dimension as well as the physical dimension.”
