Oleksander Turchynov also said the country’s government viewed the U.S.-led military alliance as the “only reliable guarantee” of its sovereignty and territorial integrity.

“For the first time in history a permanent member of the U.N. Security Council which possesses the nuclear weapon uses this factor to intimidate the international community and uses its military potential for annexation and seizing the territory of a European country,” Oleksander Turchynov said.

The new military doctrine will become policy once it has been endorsed by a decree from President Poroshenko, moving it away from its previous non-bloc policy.

American forces will be in Ukraine later this month to begin training some of the country’s reserve forces and militias.

NATO has not ruled out membership for the Ukraine, but there are many members who would prefer not to antagonize relations with Russia by moving forward.

Since Ukraine is not a member, the alliance is not arming the country, leaving it to individual member states to act.
