Man pleads guilty to repeatedly shocking woman with stun gun

IDAHO FALLS– An Idaho Falls man pleaded guilty Tuesday to felony domestic battery after shocking a woman repeatedly with an electronic restraining device.

Matthew Ellis Kinney, 41, was arrested July 11, after police responded to a Idaho Falls home due to a report of screaming. They discovered Kinney holding a device similar to a Taser or stun gun, along with the female victim.

According to court documents obtained by EastIdahoNews.com, the victim sustained multiple bleeding scratches and burns in a confrontation with Kinney. The victim told EastIdahoNews.com that Kinney had repeatedly shocked her with the device.

Kinney was booked into the Bonneville County Jail on a $20,000 bond. He was charged with felony domestic abuse – inflicting traumatic injury and felony use of a conducted energy device during the commission of a felony. Kinney posted bond and was released to pretrial services. According to court records on Sept. 13, a $50,000 warrant was issued after he failed to comply with Pretrial Services.

Police caught up with him Oct. 18, and he was placed back into custody. He was then released again to Pretrial Services.

Kinney’s guilty plea comes as part of a non-binding plea agreement that stipulates the use of a conducted energy device during the commission of a felony charge will be dismissed. The agreement also says Kinney will be recommended by prosecutors to be placed on retained jurisdiction, also known as a rider program.

The victim told EastIdahoNews.com she wants the courts to give him a rider.

“I just really believe in rehabilitation,” she said Wednesday.

Kinney is scheduled to be sentenced Jan. 14 by District Judge Dane Watkins Jr. at the Bonneville County Courthouse.
