Dannel Malloy in the wake of the December 2012 shooting at Sandy Hook Elementary School that left 20 children and six faculty members dead, released its final report on Friday, proposing 22 recommendations to address school shootings.

The recommendations made by the commission include “safe school design and human resource emergency preparedness.”

“There is at least one place, other than a home, in which every person, whether a child or adult, should feel absolutely safe and secure from the threat of physical harm,” the report reads. “School.” Calling the 2012 shooting a “tragedy,” the commission says that it hopes that schools do not eliminate the risk of such tragedies at great cost, “not just financial, but mental, emotional and developmental as well.”

Still, the report highlights ways that the state can combat the school shootings that have become more common in recent years.

Among the report’s “key findings and recommendations” were that the state should develop a “comprehensive statewide plan for effectively responding to large-scale school crisis events that includes educational and behavioral health agencies,” and “incorporate enhanced focus on the mental health implications of disasters and other crisis events.”

Further, the commission advised the state of Connecticut to “implement ongoing training and professional development programs outside of crisis circumstances for teachers and school personnel” and “help victims regain a sense of control, communication and engagement with victims of crisis events” in ways that do not “follow a one-size-fits-all approach but instead should be calculated to enhance each individual’s capacity to control his or her own recovery process.”
