RIGBY — An Idaho National Laboratory employee has been charged after deputies say he flashed multiple female drivers on the highway.

Travis Duane Killian, 43, is charged with misdemeanors for indecent exposure and reckless driving.

He has not been arrested or booked, so there is no mugshot. His first court appearance will be at his arraignment on Sept. 14.

EastIdahoNews.com has reached out to Killian’s attorney, Mike Winchester, who has provided the following comment:

“Travis would like the public to know that he is extremely remorseful for his actions. He sincerely hopes that those affected will heal and that society will forgive him after he has paid his debt by serving his sentence.”

According to his LinkedIn profile, accessed on Tuesday, Killian is a facilities manager at Idaho National Laboratory. As of Wednesday afternoon, the account had been deleted.

On April 9, the Madison County Sheriff’s Office posted to Facebook, stating that since January, they had received multiple reports of a man exposing his genitals to passing vehicles along U.S. Highway 20.

The driver was described as a white male in his 30s to 50s who appeared to be targeting cars with single female drivers.

On Tuesday, the sheriff’s office, in conjunction with the Jefferson County Sheriff’s Office, posted a news release stating that the suspect from the “flashings” had been identified as Killian, and he had been charged.

According to court documents, multiple victims came forward with reports of a man exposing himself to female drivers and masturbating behind the wheel.

One man called 911 on Jan. 25, saying that his wife was driving their car while he was asleep in the backseat. The man said he was awoken by his wife screaming. He said he looked out the window and saw another man with his window down, who was leaning back with his hips pushed up and masturbating.

The reporting party told police that as soon as the man saw him, he “rolled up his window.”

Another victim told police that on March 20, she was traveling southbound on US-20, when she saw a red Kia Forte that was driving “very slow.” in the right lane. She said that as she passed the car, she looked over and saw that the man was driving with his window down, which was odd due to the cold weather.

The woman told police that the man had “thrusted his hips up to a level that his (genitals) were exposed to her view.”

The woman told police that she tried to drive away from him, but he eventually caught up with her and exposed himself again, following her into Jefferson County before driving away. Another similar incident reportedly involved a minor on Dec. 10, 2025. Courts documents indicate that similar incidents happened as early as October 2025.

According to court documents, detectives received photos of the car that the suspect had reportedly been driving during the incidents.

The license plate number led them to Killian, who is the registered owner of the car.

Court documents indicate that deputies went to Killian’s house to try to speak with him about the incidents, and he initially denied them before hiring an attorney.

A plea agreement was filed on Tuesday, indicating that Killian intends on pleading guilty during his arraignment.

According to the plea agreement, Killian has agreed to plead guilty to both charges in exchange for the prosecution recommending six months of jail time with 10 days served up front, and the remainder suspended for a term of probation.

Though Killian has been charged with these crimes, it does not necessarily mean he committed them. Everyone is presumed innocent until they are proven guilty.
